Context:
Under the overall supervision of the Senior Resource Management Officer (SRMO), the direct supervision of Head of Procurement and Logistics Unit, in close coordination with Procurement and Logistics Officers in Juba, the successful candidate will be accountable and responsible to ensure the appropriate implementation of instructions and policies governing the management of resources related to procurement and logistics in the mission.
The successful candidate will be responsible and accountable for providing support to ongoing activities with procurement and logistics services in Juba. S/he will also contribute to providing recommendations aiming at increasing effectiveness and efficiency of logistics management of IOM South Sudan, in compliance with IOM’s principles of:

Core Functions / Responsibilities:
Logistics:
- Manage logistical activities in Juba and provide logistical support to the field offices. This specifically includes shipments and convoy handling, logistical support for programs and humanitarian hubs, staff guest houses management, property, and assets control for hubs and staff guest houses, service/maintenance of fleet and fleet management including earth moving equipment, coordination of common transport services (CTS), administrative support for the workshop.
- Liaise with project managers and sub-offices regarding all logistics service requirements in the mission and to optimize purchasing power; maintain logistics services database to generate reports for donor reporting as necessary, propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all logistic procedures.
- Take responsibility for all planning, implementation and monitoring aspects related to logistical needs of the mission.
- Analyze logistics service requests, initiate bidding processes in coordination with procurement unit to identify qualified service providers, and evaluate information regarding logistics vendor's performance regarding quality, prices, and delivery of goods in view of the organizations best interests.
- Follow up and liaise with procurement unit on logistic related purchase orders status and keep project managers and requestors abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with Purchase Order (PO) specifications and that all goods are in good condition.
- Draft property lease contracts and rental agreements in coordination with procurement and Legal Department in HQs; ensure that the finance unit is aware of contractual terms and conditions. Monitor owner's/service providers compliance to contractual agreements and coordinate for the payments of utilities.
- Provide regular support to warehousing operation and supervise warehouse management team and operation in absence of Warehouse Officer.
Staff Guest Houses and other Facility Management:
- Manage IOM staff guest houses booking systems in Juba which includes managing booking confirmation, cancellations, check in/out process and initiating all relevant necessary communication to the staff in this regard in a timely manner. Also, ensure the integrity and accuracy of the booking system.
- Ensure proper cost recovery tracking of IOM guest houses residents and regularly coordinate with Resource Management Unit (RMU) for recovery and timely posting in IOM financial system. Also, regularly assess residents needs in the IOM staff guest houses, and draft proposals to meet these needs.
- Ensure the IOM Offices and Staff Guest House in Juba have adequately functioning facilities and are in a fully operational state all the time. This also includes monitoring of the facilities related issues and bringing those to the attention of the senior management along with proposed solutions.
- Coordinate repairs, regular and preventive maintenance, expansions and installation of infrastructure both conventional and temporary installations in close coordination with senior management. Recommend maintenance agreements with competent service providers when it is feasible and determined to be cost effective.
- Assist Project Officers (Humanitarian Hubs) in drafting, coordinating and signing of MoUs with various humanitarian partners.
Common Transport Service and Fleet Management:
- Coordinate Common Transport Services (CTS) activities at the mission level and ensure proper tracking and timely reporting of CTS activities.
- Liaise with the Logistics Cluster concerning transport and delivery of goods to the field locations. Attend Logistics Cluster meetings as well as any other related coordination meetings regularly.
- Responsible to supervise fleet management team ensuring the proper upkeep of the fleet administratively and operationally, including general maintenance and preventive maintenance programs, maintenance of quality and safety standards, fleet planning and operations, and coordinate fleet operations in accordance to the procedures and normative guidelines set by the Policy on the Use of IOM Vehicle.
- Responsible for maintaining, tracking and timely renewal of insurances of vehicles, earthmoving equipment, boats and goods in transit for IOM South Sudan in accordance with IOM property insurance policy.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Certification in Procurement, Logistics or Supply Chain management is an advantage.
Experience
• Progressively responsible experience in procurement and logistics operations;
• Experience working in complex humanitarian operations, specifically meeting timelines;
• Experience living and working in a conflict environment;
• Knowledge of asset management processes and procedures;
• Ability to supervise, direct, coach and mentor staff;
• Excellent level of computer literacy and good knowledge of SAP/PRISM required.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
