Job Title:               Assistant Project Manager
Location:              Kapoeta East (1).
Reports to:            Head of Program Implementation (dotted line to Senior Project Manager)    
Contract period:   Twelve (12) Months – with the possibility of extension based on performance and funding.

JOB PURPOSE:


The Assistant Project Manager will be responsible for the overall management and successful implementation of the project ‘Support to the livelihoods recovery, reintegration, and resilience of conflict-affected IDPs, returnees and host communities in Eastern Equatoria, South Sudan. This will include managing the entire Project’s required deliverables/outcomes, ensuring both technical, financial control and compliance and management requirements are met, and managing relevant government/stakeholder and donor liaison requirements.

The Assistant Project Manager is responsible for ensuring that key organizational principles and approaches, such as child participation, sound monitoring, and evaluation systems, etc are well integrated throughout the project cycle; for ensuring that lessons derived through the implementation of projects are well articulated, documented and disseminated.

Staff directly reporting to this post: 3 Officers
Budget Responsibilities: Sub-budget holder

Role Dimensions
  • Internal: All Staff and all Managers in Save the Children, Field Programme level, Field Office Manager; Operations Manager, Finance, Logistics and HR in Kapoeta
  • External: County-level sections, Local and International NGOs and UN Agencies specifically in the field location

KEY AREAS OF ACCOUNTABILITY:

Project Management
  • Manage the human, financial and material resources of the project as per the scheme of delegation
  • Ensure the project is delivered according to the contractual requirement of the donor, i.e. all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
  • Provide operational and technical guidance and supervision to the program staff, together with the Head of the program Implementation, to ensure they have clear objectives and receive regular support and supervision and expected to manage the overall operational issues in the intervention areas.
  • Prepare monthly; quarterly and annual plan in close consultation with the government and Save the Children staffs and other stakeholders
  • Update detailed work plans of project staff with project implementation and ensure this is used by the whole project team to monitor project progress towards completion
  • Ensure that established protocols for communication and management arrangements are followed by the project team
  • Work towards creating linkages and coordination among different activities of the project and other similar actors in the area to bring the desired results and ensure sustainability.
  • Participate in regular partners’ coordination and also field-based project review meetings, to include grant management, finance and operations at Kapoeta level
  • Write periodic standard reports: monthly update, quarterly report, intermediate and final reports including best practices documentation and analysis which includes an analysis of the reports received from the field staff
Technical Program Effectiveness
  • In collaboration with the Head of Program Implementation, Senior Project Manager and Technical Specialists, identify technical support needs of the projects and staff, and, jointly agree on how these needs will be addressed within the project. 
  • Assist project staff in the use of key generic and Save the Children tools and guidelines to ensure the quality of work. These include, among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS.
  • Technically oversee the monitoring and evaluation plan for the project, to include outcome, output and input indicators. 
  • Facilitate regular technical support visits to the project implementation sites
Other
  • The Assistant Project Manager may be responsible for additional tasks and duties as and when required to support the overall Field Office Programme and Country Office priorities

NB. This post focuses on emergency/humanitarian programming, but will be expected to contribute to SCI’s dual mandate and support as needed in both emergencies and development settings.

QUALIFICATIONS AND EXPERIENCE

Essential
  • University/College BA or BSc Degree and/or Advanced Degree in a related field (e.g Disaster Risk Management, Agricultural Economics, Natural Resource Management, Rural Development, Development Studies, Rural Livelihoods, Agriculture/Animal Science, Public Health; or other relevant fields of study)
  • At least 6 years of relevant experiences for first level degree and 4 years for an advanced degree
  • Demonstrated experience and knowledge of livelihood based programs – disaster risk management, agro-business marketing and value chains, food security, natural resource management, integrated multi-sector development and emergency response operations
  • Demonstrated ability in complex field operations and coordination; and willingness to take initiative and solve problems coupled with strong communication and influencing skills and mentoring staffs.
  • Experience of managing donor(s) funded projects or programs.
  • A good understanding of development issues in the project implementation areas in particular
  • Proven ability to manage a complex and demanding workload
  • Willingness and ability to travel to all project areas, within approved security frameworks
  • Proven analytical and strategic planning skills and good advocacy, communication, presentation and facilitation skills
  • Cultural and gender sensitivity
  • Strong interpersonal skills and the ability to mentor staff
  • Work experience in diverse international NGOs is an asset.
  • Excellent Report Writing and English proficiency skills.
  • Demonstrated application of micro soft Office: Ms Word, Excel, and PowerPoint.

Desirable
  • Knowledge of the area, socio-culture and local language where the post is located as an added advantage
  • Practical experiences in the implementation of projects with resilience portfolio including Pastoral and Agro-pastoral Field Schools approach, VSLAs and youth livelihoods programs
