Org. Setting and Reporting
This position is located in the United Nations Mission in the Republic of South Sudan (UNMISS) in Juba. The incumbent reports to the Chief of Joint Operations Centre (JOC).
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:
Monitoring and reporting:
•Gather information from UN sources (mission and UNCT), including but not limited to political affairs, civil affairs, military, police operations, security, mission support, rule of law including DDR, SSR, justice, corrections and police capacity building, mine action, electoral affairs, gender, child and women protection, humanitarian, human rights, development programmes and public information;
•Monitor major developments (political, governance, rule of law, humanitarian, human rights, military, security and economic development), following the actions of relevant actors including intergovernmental organizations, governments, non-governmental organizations, civil society, political institutions, armed actors (formal armies and informal rebel groups, militias, etc.).;
•Prepare for review and eventual dissemination integrated reports within the mission and to headquarters, (including daily and weekly situation reports) about significant mandated and associated developments in the country and region;
•As necessary, research and draft special reports and prepare presentations related to operational issues, draft Code Cables addressing current operations, and official e-mails;
•Supervise and review the drafting and reporting products of other colleagues, including Associate Reporting Officers and fulfil the role of the Deputy Chief Joint Operations Officer as directed by the Chief Joint Operations Centre.
Crisis management support:
•Under the supervision of JOC leadership and the Chief of Staff, help organize crisis management meetings within the mission and with New York headquarters;
•Provide support as needed for crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and facilities management);
•Liaise regularly with mission sections, mission support, and the UNCT to provide timely information during a crisis for decision-makers.
Coordination of operations:
•Support the organization of operational coordination meetings, as required, liaising with mission sections, mission support, and the UNCT;
•Provide support for the implementation of operational coordination decisions and mechanisms (eg coordination of special flights or patrols);
•Liaise regularly with mission sections, mission support, and the UNCT to help coordinate operations;
Communications Hub:
•Liaise regularly with mission sections, mission support, and the UNCT to help coordinate operations; and Communications hub:
•Support the facilitation of communication between mission leadership and headquarters and other actors (as required);
•When required, performs Duty Officer duties to enable continuous monitoring and reporting coverage in the mission;
•Liaise regularly with the mission sections, mission support, and the UNCT to maintain an up to date database of the contact details for key personnel; and
•Perform other duties as required.
Contingency Planning: Technical Working Group (TWG) and Table Topic Exercises (TTX)
•Coordinate and facilitate CMT (Crisis Management Team) TTX, Mission HQ TTX and Field Offices TTX Prepare TWG's reports, presentations and minutes of meetings for further use of Mission Operational Coordination Committee (OCC):
•Prepares TWG Matrix and maintains TWG SharePoint site Maintain a catalogue of all existing contingency plans in the Mission Develop Mission level Directives and Plans:
•Represent JOC in CMT and OCC meetings Perform other duties as required:

Advanced university degree (Master’s degree or equivalent degree) in political science, social sciences, international relations, law, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
A minimum of five years of progressively responsible experience in political or international affairs, public information/journalism, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations, and management, or related field is required. Work experience in a conflict or post-conflict environment is required. Experience requiring crisis management expertise, particularly as applied in an Operations Room context, is desirable. Experience working in an integrated civilian-military-police environment is desirable.
Languages
English and French are the working languages of the United Nations. For this position, fluency in English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
