II. Organizational Context and Scope
Under the overall supervision of the Head of Operations of IOM South Sudan and direct supervision of the Program Manager – Migration Management in Juba, the successful candidate will work closely with the Program Manager to ensure successful implementation of migration management program activities in South Sudan, which includes Immigration and Border Management (IBM), counter human trafficking and migrant smuggling, technical cooperation, law enforcement capacity building, assistance to vulnerable migrants and migrants caught in crisis and other related areas.
III. Responsibilities and Accountabilities
  1. Support the strengthening of IOM South Sudan’s migration management portfolio through effective programming in immigration and border management, counter-trafficking and migrant smuggling, assistance to vulnerable migrants and migrants caught in crisis, technical cooperation and capacity building program for law enforcement officers and other related interventions.
  2. Support the implementation and monitoring of operational, financial and administrative components of IOM South Sudan’s migration management projects and activities, in close coordination with the Program Manager and relevant units in South Sudan and relevant IOM missions in the region and Geneva.
  3. Ensure close coordination and liaison with government counterparts, donors, UN agencies and other partners.
  4. Draft and coordinate regular reports on IOM South Sudan’s migration management program including donor reports, briefings, annual report, etc.
  5. Facilitate the timely recruitment of international contractors and consultants for training and policy development in accordance with IOM’s procedures and regulations.
  6. Coordinate and organize technical training for government stakeholders and partners on migration management and related topics in close coordination with ACBC, Regional Thematic Specialists and IOM Geneva.
  7. Undertake duty travels within South Sudan and abroad related to program activities including assessments, liaison with partners and counterparts, cross border meetings and workshops, etc. as required.
  8. Ensure adequate information management of project-related activities including awareness-raising and visibility, regular updates, press releases and production of other relevant materials. Respond to any ad hoc information requests from IOM units, donors, partners and the Government of South Sudan.
  9. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE
a) Master’s degree from an accredited academic institution preferably in Political or Social Sciences, Business Administration, Law or related field from an accredited academic institution with two years’ of relevant professional experience; or b)University degree in the above fields with four years of relevant professional experience; c) Excellent in project development, implementation and monitoring, d) Knowledge of project formulation, administration and evaluation techniques and practices; e) Experience providing support to national efforts in the area of training/capacity building, law enforcement operations and/or immigration and border management information systems and engaging in counter-human trafficking and migrant smuggling; f) Experience in liaising with donors and government counterparts; g) excellent communication and negotiation skills; h) Good computer literacy.
