Terms of Reference (ToR)
Consultant for Organizational Capacity Assessment (IOCA) of Project implementing partners, Civil Society Organizations/ networks in Juba, Rumbek, and Pibor.
Introduction
DANIDA Strategic partnership project is a 4 years’ project i.e. 2018 – 2021 that builds upon Oxfam’s 30+ years of work in South Sudan, providing life-saving assistance and implementing development projects to meet the needs of the most vulnerable by: by focusing on education (including education in emergencies), peacebuilding, governance work; working closely with and building capacity of civil society, providing technical expertise and building on a strong reputation with local and national community agencies, and government authorities.
One of the key project areas is on capacity building of project implementing partners, CSO’s and CSO’s networks in the project location of Juba, Former lakes state, and Pibor. And capacity building measure to these partners is best informed by conducting an in-depth capacity assessment on an individual project implementing partners, civil society organizations and networks. So that precise development support is prioritized and tailored accordingly – For instance it could be on organizations’ management and governance; technical skills like communications & advocacy, application of conflict sensitivity in programming mention but a few.
Therefore, Oxfam is looking for the service of a consultant to conduct the assessment and subsequently develop a capacity building plan to Six organizations/networks.
Objectives
To develop a comprehensive assessment report on each of the six organizations/alliances inclusive of the prioritized development plan.
Scope of Work (Some of the Key areas that the consultant would need to focus during the assessment include:
a) Operational capacities of the organization i.e.
v Organizational governance & leadership
v HR procedures & policies
v Logistics & procurement capacities and procedures.
v Financial systems & procedures
b) Program development, programming, resource mobilization, and organization continuity
c) Organization principles, values and strategic fit to Oxfam
Assessment methodology:
The assessment is expected to utilize methodologies well aligned with the tasks at hand. The methodology will involve the collection of primary data from pre-identified organizations. Additional to a participatory methodology involving organization board of governors, senior, middle and junior staff during the exercise, on-sport check and review of relevant organization documents is encouraged.
Key deliverables
· Development of an inception report highlighting details of the deliverables and methodologies, detailed tools, and instruments (First the inception report will be approved by Oxfam before allowing any assessment. The agreement with the consulting company can be canceled if the inception report is not approved). This would include all practical operational tools that would be deployed in the assessment, the work plan including assessment and report deliveries.
· Questionnaire Testing - the consultant will be responsible to test the tools of the assessment. Refinement will be checked after field testing;
· First Draft Assessment Report - The outline for this delivery could be agreed upon in the inception report. But it should meet the assessment objectives put in the TOR. The timing frame could also be included in this TOR, as well.
Tentative Schedule
The Organizational Capacity Assessment (OCA) should be completed within a maximum of 21 working days from the commencement of the task. The consultant should submit the detailed breakdown of the evaluation timetable based on the following major activities as a guideline or suggestion:
· Development OCA design & tools
· Review of documentation
· Contact of assessment to six organizations
· Data analysis and report writing
· Preparation and submission of the first draft report
· Meetings with Oxfam and assessed organization management on initial findings and recommendations
· Incorporation of comments and finalization of the OCA report
The consultant should:
· Be a good facilitator and familiar with South Sudanese CSOs dynamics.
· Agree with Oxfam team (management, technical leads and MEAL team) on the methodology of the assessment.
· Lead on the assessment process and outputs
· Draft and finalize data collection tools
· Collect and analysis data
· Submit the draft assessment report to Oxfam
· Submit the final assessment report incorporating comments and inputs from assessed organizations and Oxfam
Oxfam will:
· Facilitate the work as per the specified activity and timeframe in the outline above
· Provide relevant documents to the consultant
· Effect payments according to the agreement
· Provide timely feedback on the report from all relevant staff members.
· Cover all the costs related to the data collection, analysis and report write up (including costs of transportation)
Application requirements
Interested candidates in the position are expected to provide the following documentation:
· A technical proposal with a detailed response to the TOR, with a specific focus on addressing the scope of work and methodology to be used
· Sample of previous works on Organizational capacity assessment or related work, etc.
· Initial work plan based on the methodology outlined, and an indication of availability
· A financial proposal detailing the daily rate expected, transportation costs, accommodation costs, etc. and initial work plan
· Company profile or CV including a minimum of 3 traceable, recent and relevant references to this task
· Team composition with a lead consultant, and a CV of each person to be involved in the assignment, including relevant experience
