The Senior Coordinator - Program Quality and Development will hold the key functions in coordinating and leading fund-raising efforts; maintaining strategic relationships with relevant donors, and ensuring timely and quality donor reporting within CARE South Sudan. S/he oversees the MEAL function and closely works with the program, finance and grant management team in these functions. S/he will undertake a proactive approach to map out existing opportunities and finalize a business development/ fundraising strategy with necessary country office and regional input. S/he will work with proposal development teams, consultants and partners on proposal and concept note development and marketing them with donors. CARE South Sudan's new strategy will mobilize resources to deliver on our new 3-year strategy.
The incumbent will enhance the capacity of CARE and partner staff on proposal policies-procedures, standard forms for a specific call, and requirements for different bids. S/he will review current and future calls and guide CARE on where to participate. Building and nurturing strategic relationships with traditional and non-traditional donors, UN agencies, and other stakeholders is key to this position. Ensure that grants are managed effectively through appropriate, timely and detailed communication and reporting to key stakeholders. Encourage and facilitate the documentation of promising practices and lessons learned in program development, grant management, and resource acquisition. This position is based in Juba, South Sudan.
Responsibilities: Program Development and writing
  • Work closely with the Deputy Country Director - Programs to operationalism the funding strategy, ensuring alignment with context humanitarian needs, response strategy as well as operational feasibility and technical quality.
  • Facilitate the Go/NoGo decision process (including assessing the level of risks associated with opportunities over $300,000) and develop the proposal development Schedule, roles, and responsibilities for the proposal development team.
  • Work with Sector leads and Area managers to capture programming gaps/opportunities and lessons learned from on-going projects to inform new intervention designs.
  • Ensure engagement of key stakeholders (e.g. government ministries, communities, sector leads) in the proposal design process.
  • Lead CARE's component of joint design with partners for consortia interventions and negotiate CARE's role with partners, in coordination and consultation with the Deputy Country Director - Programs
  • Lead the Proposal writing, working closely with Sector advisers for the intervention design and Finance for the direct project cost budgeting, ensuring donor compliance and competitiveness
  • Facilitate the review process of design documents with CMP/Regional focal points and CO Senior Management Team and final submission.
Program Quality Assurance and Representation Support
  • Take lead in setting quality standards and ensuring quality control mechanism are in place in close consultation with the MEAL function and Sector Coordinators.
  • Ensure proper functioning of CARE SS MEAL system including periodic analysis of data and feedback to program
  • Ensure strategic oversight and provide guidance and support to the MEAL function and Sector Teams. - Responsible for line-management of MEAL coordinator, Sectors Coordinators and Program Quality and Development Officer and provide on the job coaching as necessary.
  • Ensure timely and qualitative donor reporting, including managing the MEAL calendar, reviewing reports and doing the final submission to donors.
  • Review assessments and baseline report to gather and prepare background information and data for the design of programs and projects.
  • Provide support to grant start-up and any required training with the CMPs, partner and other stakeholders
External engagements and coordination
  • Provide updates on CARE programs to external stakeholders as needed (e.g. in cluster meetings and 5 Ws reports), and facilitate the development of monthly Sit Rep Reports for internal CI dissemination.
  • In coordination with Deputy Country Director - Programs and Program/Sector Managers, ensure CARE SS representation at coordination meetings with donors, stakeholders, INGOs, local organizations, and government officials, and share updates of meeting outcomes to inform program decision-making.
  • Maintain strategic relations with all current and potential donors keeping donors and partners updated on the contextual changes
  • Coordinate with Program Manager (PM) and ACD-P to support regular, positive, and productive communication with respective donor representatives, and partners regarding the implementation of program activities
People Management
  • Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Program Quality, Development and Grant Coordination team
  • Ensure proper implementation of CARE's performance management system for direct reports, including job descriptions and development of annual performance objective, regular feedback, mid-term reviews, and annual performance appraisals.
  • Identify necessary staff talent development, career development, and succession planning strategies for direct reports.
  • Ensure adequate and strong working relationships between the Program Quality, Program Development, and programs
Qualifications:
  • Degree in Social Sciences, International Development or equivalent
  • Minimum of 10 years working experiences in relief and development contexts
  • Demonstrated success in securing international development funding from sources such as USAID/OFDA, EU/ECHO, DFID, GAC, DRA the UN and other institutional donors
  • Excellent written and oral communication skills in both English
  • Excellent analysis and writing skills for writing concept papers and design documents (including log frames and indicators).
  • Strong leadership, strategic, analytical, organizational, planning, facilitation, collaboration & team building skills skills
  • Demonstrated proposal development experience, including managing proposal development teams.
  • Computer knowledge including Word, Excel, and PowerPoint
