Position summary
Under the direct supervision of the Principal Investigator, he/she will lead field monitoring, evaluation, accountability and learning of the project in Nimule, South Sudan designed to test the impact of Orphans and Vulnerable Children (OVC) Interventions on health outcomes for pediatrics and adolescents living with or affected by HIV and AIDS. The study utilizes a combination of the UN global Sustainable development goal accelerators including adolescent’s sexual and reproductive health, social protections and household economic empowerment for improving health outcomes. We are looking for MEAL Officer to oversee daily on-site implementation of all study activities including development of data collection tools, training of field staff on their use, routine data collection and analysis using state-of-the-art soft wares and visuals. He/she will provide technical field support in pre-testing study tools and refining them, coordinating MEAL training, data collection, study documentation and ensuring protocol adherence before, during and after the survey. He/she will maintain constant communication and provide regular updates to the PI and Research Coordinator. This position requires a one-year commitment with the potential for an extension at the end of the period, subject to funding.
Key Responsibilities
· Setting up a monitoring system/database for effective project implementation.
· Responsible for routine data collection, provide supportive supervision to research assistants and address data quality issues in the project sites
· Conducting data entry and analysis using statistical packages (SPSS and STATA) or relevant statistical packages.
· Runs complex data analysis performs statistical testing and logical interpretation of results.
· Ensuring effective monitoring and evaluation of the Project quality through regular field monitoring visits and tracking of key indicators at the field level.
· Supporting management and accountability through routine, accurate collection and reporting of information that confirms the status of project activities based on the project log frame.
· Develop quality control systems and feedback mechanisms needed to guarantee proper management of information and data. Document lessons learned best practices and participate in the preparation of monthly and annual reports.
· Support the Research coordinator in preparing presentation and training materials for research assistants
· Conduct training of field enumerators and supervise data collection in accordance with the study protocol and guidelines as well as field testing of data collection tools.
· Ensure a feedback mechanism is set and feedbacks are analyzed regularly to effect action
· Lead frequent supervision and monitoring visits to program sites and regions
· Represents ARDI and the project in health assessments and other needs assessment
· Prepare high-quality reports and timely submission to the Research coordinator
· Implements continuous quality improvement processes to ensure the integrity of data collected and/or entered into study databases and performs quality assurance activities in collaboration with the volunteers
· Actively track study participants and re-engage participants missing study visits
· Provide technical oversight on humanitarian accountability staff as well as technical guidance to field-based staff and volunteers on humanitarian accountability
· Oversee functionality of humanitarian accountability mechanisms ensuring communities receive timely feedback
· Ensure compliance with core humanitarian standards
Qualification: Education/Knowledge/Technical Skills and Experience:
· Bachelor’s degree in statistics, public health, Social Sciences or other related disciplines
· Diploma in Monitoring and Evaluation with 8 years of work experiences acceptable
· High level of proficiency in database programming, managing complex data, and visualizations.
· Previous work experience in National and/or International Non-governmental organizations in a similar position is an added advantage.
· Experience in conducting quantitative and qualitative research
· Proficiency in STATA or data management software such as SAS, SPSS, Epi-Info, and AtlasTI or NVivo is a requirement.
· Proficiency in developing learning questions, outstanding writing and presentation skills
· Excellent interpersonal skills, mature, and shows initiative with an ability to work independently and within a team
· Good experience in networking and teamwork
