II. Organizational Context and Scope

IOM is providing a multi-sectoral response in South Sudan including Camp Coordination and Camp Management (CCCM), Shelter-NFI, Health, Water Sanitation, and Hygiene, Mental Health and Psychosocial Support. IOM is leading Shelter-NFI and CCCM Clusters and supports inter-agency coordination and information sharing through the Displacement Tracking Matrix.
Under the direct supervision of the Protection Officer, and in close coordination with the DTM Programme Coordinator, the incumbent will provide support in protection and gender analysis and development of protection assessment reports and other information products with a focus on the protection situation in South Sudan through the review, processing and use of data collected through the Displacement Tracking Matrix (DTM), other relevant displacement and mobility data collection including review of protection data collected by other sectors within IOM.
He/she will be responsible for providing practical guidance and technical support to the DART team on issues around protection assessments, protection/gender analysis and interpretation of data along with protection and gender principles and global protection guidelines.

III. Responsibilities and Accountabilities

  1. Provide practical and technical guidance on protection/gender analysis of DTM data in order to support the development of protection assessments with strong gender analysis and conflict-sensitive lens
  2. Assist DTM with the analysis, revision, interpretation of data, finalization of reports, dashboards and protection assessments
  3. Identify potential gaps in data collection and indicators collected in order to strengthen a protection focus especially in relation to return movement and promote the adoption of core protection indicators in DTM exercises.
  4. Represent IOM in the field of Protection (protection cluster and sub-clusters), including inter-agency forums in close coordination with the Protection unit lead, and liaise with the Protection Cluster IM / analysis focal points.
  5. Design and facilitate training on the gathering of data for protection assessments, vulnerabilities, monitoring methodologies and tools to ensure adherence to relevant standards and guidelines
  6. Develop technical guidelines for IOM's South Sudan humanitarian response in relation to protection issues in line with existing referral pathways. Regularly prepare updates to guidelines according to lessons learned, feedback from beneficiaries, partners, relevant working groups and global standards.
  7. Integrate protection-related indicators/questions/variables into assessments conducted by IOM (particularly, DTM) and coordinate their analysis and response within IOM and other key protection actors.
  8. Regularly review program tools and update and amend as required (including assessment tools, monitoring, and evaluation tools, etc), in coordination with the Protection lead and program managers to ensure integration of protection principles and ethical collection of protection information useful for protection assessments and reports.
  9. Advocate, ensure due to concern and provide support for the care and protection of specific cases (e.g. GBV survivor, UASC, the victim of eviction, etc.) identified through IOM program activities and establish a system of referrals and safe response to possible protection incidents.
  10. Build capacity of IOM staff on IOM protection commitments and international protection standards and guidelines.
  11. Contribute to mainstreaming protection including PSEA and AAP in DTM and other sectors if needed in accordance with IOM internal guidance, Global Protection Standards, IOM PSEA commitment and the IOM AAP Framework, including the targeted capacity building where relevant.
  12. Maintain and expand strategic partnerships for the benefit and sustainability of IOM’s protection programs.
  13. On the basis of opportunities and gaps observed and in relation to the IOM protection portfolio, support the development of project proposals, work-plans, and budgets in line with project objectives to allow the integration of protection considerations.
  14. Prepare regular reports covering protection activities; prepare to brief, statistical/narrative reports and background information as required including specific information requested by Governments and other entities.
  15. Perform such other duties as may be assigned.

IV. Required Qualifications and Experience

Education

• Master’s degree in International Law, Political or Social Sciences, Human Rights or a related field from an accredited academic institution with five years of relevant professional experience;
or
• University degree in the above fields with seven years of relevant professional experience.

Experience

· Experience in multi-stakeholder coordination and ability to establish and maintain working relations with government counterparts, UN agencies;
· Field experience in the Migration or Humanitarian fields –particularly protection;
· Experience in Project design and monitoring;
· 5 years of experience in the field of migration, internally displaced persons’ assistance and protection with at least 3 year experience in a crisis context as a protection officer or equivalent (specific focus on prevention and response to gender-based violence, protection and assistance to unaccompanied and separated children, assistance and protection of most at-risk groups in crisis contexts); and
· Knowledge of IOM’s sectors of assistance in crisis response and key inter-agency coordination mechanisms and standards a clear advantage.
