Purpose
Coordinate and be responsible for the planning, management, and oversight of the overall UNICEF’s Ebola preparedness and response with particular focus on the health components in close coordination with other actors engaged in preparedness efforts in high-risk areas (Nimule/Torit) in South Sudan.
Scope of Work and Activities
State/County level Coordination:
- Represent UNICEF, participate in the state task force and TWG meetings and contribute to state-level coordination in close coordination with SMOH/CHD, WHO and other actors engaged in the current preparedness efforts
- Coordinate UNICEF’s multi-sectoral Ebola preparedness and response with WASH, Nutrition, child protection, education, C4D, and external communication, logistics and supplies
- Assist with the mapping of partners to avoid conflict of interest and duplication efforts by updating 4Ws matrix and map health partners implementing EVD preparedness activities
- Review, communicate and address action points from key coordination meetings in UNICEF accountability areas
- Facilitate communication and information sharing between state and national levels especially between the TWGs
- Technically assist MoH/WHO on the sound establishment and running of surveillance, screening sites, isolation sites and Ebola treatment centers (ETC).
Capacity building:
- Facilitate the use of updated guidelines, SOPs and job aids to relevant actors at points of care
- Participate in training needs assessment and identify critical knowledge and skills gaps and support training as needed
- Conduct regular monitoring of frontline health care facilities on case detection using standard EVD case definitions, isolation, and reporting and adherence to basic infection prevention and control measures
- Provide technical support to EVD isolation staff on clinical management of EVD suspects, prepare and discuss case scenarios and conduct localized drills
- Participate in tabletop scenarios, drills, and simulations on surveillance/RRT, case management and IPC
- Provide technical support to RRT on activation and deployment when alerts arise for timely case investigation and initial response measures.
Technical support:
- Participate in the development and/or revision of supportive supervision tools
- Plan and conduct regular joint/integrated supportive supervisions in isolation facilities and frontline health care facilities with SMOH/CHD, WHO and relevant actors
- Share key findings, gaps, and recommendations of integrated supportive supervisions and assist with state-level tracking progress of the implementation of EVD preparedness actions, recommendations, and course corrections
- Provide technical support to implementing health partners on issues related to case management and surveillance using evidence-based data on case management and surveillance tools, interventions and approaches
- When required, provide technical advice on the establishment and strengthening of isolation facilities, holding units and holding areas based on standard guidelines and principles of IPC.
Strengthening partnerships:
- Collaborate closely with WHO and lead NGO partners on case management and surveillance
- Create a forum for inter-sectoral/inter-pillar dialogue, information sharing between pillars and strengthen linkages
- Plan and conduct joint field assessment and monitoring visits
Monitoring and reporting:
- Assist with ensuring State level operational plans are aligned with the national EVD response plan
- Monitor implementation /coverage of the plan/services using the key performance indicators and targets
- Prepare action tracker of key recommendation and monitor implementation and progress
- Participate in epidemiology analysis, including data analysis by age and sex (children and adult, male/female) by geographical area, to refine timely program/operational interventions to contain Ebola whilst addressing the needs focusing on children and women.
Qualifications and Competencies
- Advanced university degree in public health or related field.
- At least 5 years of progressively responsible experience in planning and implementing emergency programs with either the UN, international organizations and non-governmental organizations.
- At least 2 years of experience in coordination with other health partners.
- At least 6 months previous experience in Ebola outbreak preparedness and response
- Fluency in English (verbal and written). Knowledge of another UN language an asset.
- Demonstrated skills to deliver in a stressful emergency environment, with tight deadlines and the ability to establish harmonious and effective working relationships with partners.
- Familiarity with humanitarian principles, policies and response actions

Estimated Duration of the Contract
6months – 1 October 2019 to 31 March 2020.
Duty Station and Official Travel
The consultants will be based in either Nimule/Tori or Yei.
Payment Schedule
Upon satisfactory submission of progress reports
UNICEF Supervisor
The Consultants will be supervised by the international EVD health consultant located in Juba in close collaboration with the Chief of Health and the EVD Coordinator (Field Operations).
Travel Clause
- All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
- All travels shall be undertaken only upon the prior written approval by UNICEF.
- The eligible maximum amount for travel is specified in the contract.
- The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
- Travel costs will be reimbursed after the completion of the mission. UNICEF will pay the applicable DSA rate and other travel-related expenses upon submission of the invoice together with the supporting documentation.Nature of Penalty Clause in ContractIf the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
